Poor neighborhoods in the center of the city. Once occupants got a little money they moved to peripheral neighborhoods. (Fullilove, 2004) For black Americans during the Great Migration, newcomer neighborhoods were the beginning and end of options for housing. Segregation created boundaries that were rigidly, and, even violently enforced. (Fullilove, 2004)
