U.S. legislation that requires preparation of an Environmental Impact Statement for all “major federal actions significantly affecting the quality of the human environment”; review must include disclosure and consideration of impacts on “urban quality, historic and cultural resources, and the design of the built environment”; review must include disclosure and consideration of impacts on “urban quality, hsitoric and cultural resources, and the design of the built environment”; applicable to all federally sponsored, funded, or licensed projects; regulations are issued by the Council on Environmental Quality (CEQ), an independent federal agency created under NEPA.
