Here are three criteria to consider for assessment of economic development – Effectiveness: whether incentives actually induce firms to move to a given area and create jobs and investment there; Efficiency: measures the costs and benefits of incentives granted against an alternative set of policies that might be expected to have similar results; and Equity: how incentives affect other firms and taxpayers and what type of impact incentive practices in one jurisdiction have on others (Reese and Sands, 2013, p. 32-33).
