A construction project where the builder assumes the risks of cost overruns due to unforeseen circumstances, and upon completion turns the key in the door locks and gives them to the new owner; common for pre-19th century church construction; in modern times often has the added connotation of the builder also selling the land for the project to the new owner upon completion of the building.
