strong mayor
A municipal organizational structure in which the mayor may appoint and remove department heads, drafts and proposes a budget to council, possesses veto or line-item veto power; exercises oversight of the city’s day-to-day operations, and the mayor is not a member of city council. (Davis, 2025)
