Codified by state law, the Bailey Bill can be adopted by municipalities as a historic property tax abatement program in which local governments can offer a special property tax assessment for qualifying rehabilitated historic buildings for a period not to exceed 20 years; the Bailey Bill cannot be used if the district is a Tax Increment Finance District or other speciaIspecial assessment district.
