By the 1880s, fireproof steel-frame construction, improvements in elevators, and the development of reliable electrical service made apartment living desirable. Large, well-staffed multistory apartment buildings opened in the major cities. To be successful, they had to overcome the stigma of tenements and boarding houses, the only kind of multifamily urban housing that had been available.
