An approach to planning, designing, building, operating, and maintaining streets that enable safe access for all people who need to use them including pedestrians, bicyclists, motorist, and transit riders of all ages and abilities. Complete streets may include sidewalks, bike lanes or wide paved shoulders, special bus lanes, comfortable and accessible public transit stops, etc. (Davis, 2025)
