the basic foundation for planning at the local level; this plan lays out a community’s vision and priorities and describes where, how, and in some cases, when development will occur; typical inclusions in comprehensive planning are land use and growth, the economy, neighborhoods, utility service, municipal service, etc.; South Carolina requires a comprehensive planning process every ten years for municipalities (Davis, 2025)
